On July 16, 1959, during the 1st Session of the 86th Congress, Democrat Senator Dennis Chavez of New Mexico (D-NM) introduced S. 2396 in the Senate Committee on Interior and Insular Affairs. This bill required the Puerto Rican Commonwealth to conduct a local referendum to determine whether the people of Puerto Rico desired to be admitted into the Union as a state.
