On March 18, 2021, during the 1st Session of the 117th Congress, Democrat Representative Nydia M. Velazquez from New York (D-NY) introduced H.R. 2070 (accompanied by S. 865 in the Senate) in the House Committee on Natural Resources. This bill recognized the right of the people of Puerto Rico to call a status convention through which the people would exercise their natural right to self-determination, and to establish a mechanism for congressional consideration of such decision.
On October 11, 1966, during the 2nd Session of the 89th Congress, Republican Representative Seymour Halpern of New York (R-NY) introduced H.R. 18277 in the House Committee on Interior and Insular Affairs. This status bill sought to provide the admission of Puerto Rico into the Union, on an equal footing with the original states.
During the 1st Session of the 68th Congress, on December 10, 1923, Democrat Senator William H. King of Utah (D-UT) introduced S. 913 in the Senate Committee on Territories and Insular Possessions. This bill was an organic or territorial act. H.R. 3910 was its companion bill in the House.
During the 1st Session of the 78th Congress, on February 18, 1943, Republican Senator William Langer of North Dakota (R-ND) introduced S. 732 in the Senate Committee on Territories and Insular Affairs. This status bill called for the admission of Puerto Rico into the Union on an equal footing with the states.
On June 26, 2000, during the 2nd Session of the 106th Congress, Republican Representative John T Doolittle of California (R-CA) introduced H.R. 4751 in the Committee on Resources. This bill recognized the entry of the Commonwealth of Puerto Rico into a permanent union with the United States.
On March 25, 1981, during the 1st Session of the 97th Congress, Democrat Representative Roland V. Dellums of California (D-CA) introduced H.J.Res. 215 in the House Committee on Interior and Insular Affairs. The resolution affirmed the right to self-determination and the decolonization of Puerto Rico.
On March 26, 1945, during the 1st Session of the 79th Congress, American Laborite Representative Vito A. Marcantonio of New York (R-NY) introduced H.R. 2781 in the House Committee on Insular Affairs. This status bill provided for Puerto Rico’s independence.
During the 1st Session of the 57th Congress, on December 2, 1901, Republican Representative Edgar D. Crumpacker of Indiana (R-IN) introduced H.J. Res. 5 in the Senate Committee on Insular Affairs. This resolution sought to incorporate Puerto Rico or grant it an incorporated territorial status.
On April 5, 1989, during the 1st Session of the 101st Congress, Democrat Senator John B. Johnston of Louisiana (D-LA) introduced S. 710 in the Senate Committee on Energy and Natural Resources. This legislation authorized an island wide plebiscitary vote on multiple status options for Puerto Rico.
Public Law 113-76 was enacted on September 30, 2014, during the 1st Session of the 114th Congress. Public Law 113-76 was titled the Consolidated Appropriations Act, 2014. This law authorized $2,500,000 for objective, nonpartisan voter education about, and a plebiscite on, options that would resolve Puerto Rico’s future political status, which shall be provided to the State Elections Commission of Puerto Rico.
