On September 22, 1966, during the 2nd Session of the 89th Congress, Democrat Representative Leo W. O’Brien from New Yor (D-NY) introduced H.R. 17917 in the House Committee on Interior and Insular Affairs. This status bill sought to provide the admission of Puerto Rico into the Union, on an equal footing with the original states.
