During the 1st Session of the 75th Congress, on January 6, 1937, Democrat and Socialist member of the conservative Coalición, Resident Commissioner Santiago Iglesias of Puerto Rico (D/Coalición-PR) introduced H.R. 1992 in the House Committee on Insular Affairs. This status bill called for the admission of Puerto Rico into the Union on an equal footing with the states.
On January 4, 1995, during the 1st Session of the 104th Congress, Democrat Representative José E. Serrano from New York (D-NY) introduced H.Con.Res. 11 in the House Committee on International Relations. This resolution affirmed Congress support of the right of the people of Puerto Rico to self-determination.
On March 18, 2021, during the 1st Session of the 117th Congress, Democrat Senator Robert Menendez introduced S. 865 (accompanied by H.R. 2070 in the House) in the Senate Committee on Energy and Natural Resources. This bill recognized the right of the people of Puerto Rico to call a status convention through which the people would exercise their natural right to self-determination, and to establish a mechanism for congressional consideration of such decision.
On May 6, 1963, during the 1st Session of the 88th Congress, Democrat Representative Hugh L. Carey of New York (D-NY) introduced H.R. 6047 in the House Committee on Interior and Insular Affairs. This bill sought to create a Commission on the Status of Puerto Rico to establish a procedure for the prompt settlement, in a democratic manner, of the political status of Puerto Rico.
H.Res. 636 On May 6th, 1952, during the 2nd Session of the 82nd Congress, Democratic party Representative Howard W. Smith of Virginia (D-VA) introduced H. Res. 636 in the House Committee on Rules. The resolution sought the approval of the Constitution of the Commonwealth of Puerto Rico.
On June 18, 1943, during the 1st Session of the 78th Congress, Democrat Resident Commissioner Bolivar Pagan of Puerto Rico (D-PR) introduced H.R. 3002 in the House Committee on the Territories. This status bill called for the admission of Puerto Rico into the Union on an equal footing with the states.
On February 26, 2006, during the 2nd Session of the 109th Congress, Senator Richard M. Burr of North Carolina introduced S. 2304 (accompanied by H.R. 4963 in the House) in the Senate Committee on Energy and Natural Resources. This bill recognized the right of self-determination of the Commonwealth of Puerto Rico to organize a constitutional convention to resolve the future political status of Puerto Rico.
On August 2, 1979, during the 1st Session of the 96th Congress, 8 representatives co-sponsored this resolution and introduced H.Con.Res. 165 in the House Committee on Interior and Insular Affairs. This concurrent resolution reaffirmed Congress’ commitment to enable the people of Puerto Rico to determine their own political future.
On March 16, 1950, during the 2nd Session, American Laborite Representative Vito A. Marcantonio of New York (Al-NY) introduced H.R. 7746 in the House from the Committee on Public Lands. This status bill provided for the withdrawal of sovereignty of the United States over the island of Puerto Rico and the recognition of its independence.
During the 1st Session of the 66th Congress, on July 10, 1919, Republican Representative Leonidas C. Dyer of Missouri (R-MO) introduced H.J.Res.144 in the House Committee on Insular Affairs. This resolution provided for an advisory plebiscite to resolve Puerto Rico’s political status.
