On January 23, 1991, during the 1st Session of the 102nd Congress, Democrat Senator John B. Johnston of Louisiana (D-LA) introduced S. 244 in the Senate Committee on Energy and Natural Resources. This legislation authorized an island wide plebiscitary vote on multiple status options for Puerto Rico.
On March 15, 2006, during the 2nd Session of the 109th Congress, Republican John Duncan Jr. of Tennessee (R-TN) introduced H.R. 4963 (accompanied by S. 2304 in the Senate) in the House Committee on Resources. This bill recognized the right of self-determination of the Commonwealth of Puerto Rico to organize a constitutional convention to resolve the future political status of Puerto Rico.
On March 28, 2019, during the 1st Session of the 116th Congress, Democrat Representative Darren Soto from Florida (D-FL) introduced H.R. 1965 in the House Committee on Natural Resources. This status bill set forth the terms for the admission of the territory of Puerto Rico as a state of the Union.
On September 15, 1982, during the 2nd Session of the 97th Congress, Democrat Representative Donald A. Bailey of Pennsylvania (D-PA) introduced H.Res. 585 in the House Committee on Interior and Insular Affairs. The resolution established that any statehood legislation for Puerto Rico should recognize, protect, and continue to promote the strong cultural, political, commercial, and financial ties to the benefit of U.S. citizens living in Puerto Rico.
On September 22, 1966, during the 2nd Session of the 89th Congress, Republican Representative Rogers Clark B Morton from Maryland (R-MD) introduced H.R. 17944 in the House Committee on Interior and Insular Affairs. This status bill sought to provide the admission of Puerto Rico into the Union, on an equal footing with the original states.
On May 16, 1945, during the 1st Session of the 79th Congress, Democrat and Popular Democratic Party Resident Commissioner Jesus T. Pinero of Puerto Rico (D/PPD-PR) introduced H.R. 3237 in the House Committee on Insular Affairs. This bill accompanied S. 1002 and was known as the Tydings-Piñero Bill. The bill called for a status plebiscite in Puerto Rico.
On September 12, 1959, during the 1 st session of the 86th Congress, Popular Democratic Party Resident Commissioner Antonio Fernós-Isern of Puerto Rico (D-PR) introduced H.R. 9234 in the House Committee on Interior and Insular Affairs. S. 2798 accompanied this bill. This bill provided amendments to “compact” adopted between the United States and Puerto Rico under the terms of the Commonwealth Constitution of Puerto Rico.
During the 1st Session of the 68 th Congress, on December 10, 1923, Democrat Senator William H. King of Utah (D-UT) introduced S. 913 in the Senate Committee on Territories and Insular Possessions. This bill was an organic or territorial act. H.R. 3910 was its companion bill in the House.
On June 17, 1943, during the 1st Session of the 78th Congress, American Laborite Representative Vito A. Marcantonio of New York (L-NY) introduced H.R. 2989 in the House Committee on Insular Affairs. This status bill provided for the independence of Puerto Rico.
On November 22, 1993, during the 1st Session of the 103rd Congress, Republican Representative Don E. Young of Alaska (R-AK) introduced H.R. 3715 in the House Committee on Natural Resources. This bill provided for consultations for the development of Articles of Incorporation for the territories of the United States.
