On September 27, 1966, during the 2nd Session of the 89th Congress, Democrat Representative Ralph J. Rivers from Alaska (D-AK) introduced H.R. 18009 in the House Committee on Interior and Insular Affairs. This status bill sought to provide the admission of Puerto Rico into the Union, on an equal footing with the original states.
